Budget preview

In about half an hour, Gov. Dennis Daugaard will propose a budget for Fiscal Year 2014 (beginning in July 2013) with modest increases for schools and health care but not a real effort to catch up to the FY2012 budget cuts. Those appear to be locked in, if the governor and Republicans have their way — people told me those cuts were intended to be a reset, not a temporary expedient. Schools, Medicaid providers and their advocates, of course, argue that they were underfunded even before the cuts in 2011 and think more than just an inflationary increase would be good.
