Gov. Dennis Daugaard has just signed the “Building South Dakota” economic development package into law.
That omnibus law includes tax rebates for large projects, investments in education and infrastructure, and the redirection of some of the state’s “Unclaimed Property” revenue.
It was a proposal negotiated and written by legislators, not by the executive branch. Daugaard was involved in the negotiations but didn’t come on board until lawmakers added a “trigger” to cancel funding of the initiative when the state undergoes budget trouble.
Because the bill had an emergency clause, it takes effect immediately, and not on the usual July 1 start date.
Daugaard also signed several other bills Wednesday morning, including campaign finance reform, teaching scholarships, sales tax collection reform and the MMA-oversight bill he previous opposed. The full list after the jump.
Gov. Dennis Daugaard signed the following legislative bills on Wednesday, March 20:
SB28 – An Act to revise the property tax levies for the general fund of a school district.
SB39 – An Act to establish a penalty for a juvenile convicted as an adult of a Class A or B felony and allow a sentence of up to life imprisonment after a sentencing hearing.
SB51 – An Act to revise certain provisions regarding the application of the collection allowance credit for collecting the sales tax.
SB59 – An Act to prohibit the disposal of certain oil and gas field wastes.
SB76 – An Act to revise certain reversion provisions relating to funding in the Governor’s Office of Economic Development for the purpose of enhancing military value of Ellsworth Air Force Base, and to declare an emergency.
SB84 – An Act to create the South Dakota Athletic Commission and to provide for the supervision of boxing, kickboxing, mixed martial arts competitions and sparring exhibitions in the state. (*Special letter attached.)
SB90 – An Act to revise the General Appropriations Acts for fiscal years 2012 and 2013.
SB106 – An Act to prohibit certain minors from using wireless communication devices while operating motor vehicles upon the public highways.
SB143 – An Act to revise certain provisions regarding informational directional signing on the interstate right-of-way.
SB198 – An Act to revise the membership of the Judicial Qualifications Commission.
SB200 – An Act to revise certain provisions concerning campaign finance.
SB206 – An Act to revise certain provisions relating to liability and to worker’s compensation and disability payments for law enforcement officers performing duties in other jurisdictions.
SB223 – An Act to clarify the open meetings requirement as applied to the Public Utilities Commission.
SB233 – An Act to create the critical teaching needs scholarship program, to make an appropriation to the education enhancement trust fund to provide for the annual funding of the scholarships, and to declare an emergency.
SB235 – An Act to create the Building South Dakota Fund and certain other funds and programs to enhance economic development and education, to make certain deposits and transfers, to make continuous appropriations, to revise certain education funding to support economic development, to make an appropriation therefor, and to declare an emergency.
SB236 – An Act to appropriate money to the Board of Regents to fund the expansion of information systems programs and cyber security programs at Dakota State University, and to declare an emergency.
HB1030 – An Act to authorize the South Dakota Building Authority to finance the construction of improvements in the state park system for the Department of Game, Fish and Parks and to declare an emergency.
HB1033 – An Act to authorize the Department of Social Services to dismantle, demolish, preserve, or rehabilitate buildings on the Human Services Center campus in Yankton, South Dakota, to make an appropriation therefor, and to declare an emergency.
HB1045 – An Act to revise certain provisions regarding alternative apportionment methods available for determination of the bank franchise tax.
HB1123 – An Act to increase the surcharge on certain hunting licenses for predator control purposes, approve temporary funding provisions relating to predator control, and to declare an emergency.
HB1198 - allow certain opportunity scholarship recipients who graduate early to use the remainder of their scholarship award for graduate studies.
